Job Description

Position Summary

The Senior Regional Engineer is responsible for the short- and long-term maintenance and capital objectives of their portfolio of assets, overseeing of Regional Engineers along with Service Managers and ensuring that the physical condition, appearance, and capital needs of the apartment communities are achieved. The Senior Regional Engineer must be technically proficient with a hands-on attitude and possess exceptional leadership and communication skills. They must be willing and able to set a consistent example of leadership skills and demonstrate a professional demeanor. Ability to work well in ambiguous or changing situations.

Essential Job Functions

1. In conjunction with the SVP of Maintenance and Engineering, develop consistent maintenance operating standards and procedures.

Coordinate and oversee work by subcontractors.

Diagnose and perform major maintenance/repairs as needed.

Constantly be aware of the condition of physical property throughout the community within their region and immediately move to correct unsafe conditions (i.e., broken gates leading to pools, broken steps, open holes, broken/burned out exterior lights, nonfunctioning vehicle and pedestrian access systems).

Report all major repairs and requisitions to the Regional Director and Property Manager prior to any expenditure of funds.

Continually review assets for curb appeal, life safety and asset preservation issues.

Delegation of responsibilities and objectives to their direct reports.

2. Analyze maintenance and capital replacement costs with focus on cost savings and economies of scale.

Insure all contract services are bid out annually.

3. Assist Property Managers (PM) and Service Managers (SM) in hiring and retaining exceptional service personnel.

Possess the willingness and aptitude to mentor and develop service personnel, to include Service managers, Technicians and Regional Engineers, leading by example.

Insure professional appearance of maintenance personnel, operating standards and protocols are maintained.

Assists in evaluating current and prospective maintenance related employees.

Provides training on-site as needed to aid maintenance personnel in the most efficient performance of their duties. 

Cross trains, coaches and develops qualified candidates for future opportunities within the company.

Promotes and participates in company required training programs and ensures subordinate associates participate in all training classes within required timeframe.

Manages, mentors, trains and oversee Regional Engineers as assigned per the regional coverage.

4. Works with Regional Engineers and Service Manager to increase proficiency and performance of the property; maintains oversight of property’s maintenance operations.

Develops scope of work for all large scale or complicated “Capital Improvements” and conducts bid walks for all work.  Oversees work and approves progress payments and final sign-off of the projects.  Tracks compliance and makes appropriate recommendations.

Reports specific needs and deficiencies at individual properties to the Property Manager and Regional Director.

Establishes and monitors preventive maintenance procedures in conjunction with on-site maintenance personnel.

Works to improve the effectiveness and efficiencies of the service teams at assigned portfolio of properties. 

Assists in purchases of major tools to ensure the best quality and price available; especially negotiating costs on parts and supplies used by all properties.

5. Assists Properties in ensuring the execution of all Brookfield policies and procedures including but not limited to:

  • Mold Prevention Response Program

  • Asbestos / Lead Protocol

  • Bed Bugs

  • Emergency Site Map and Emergency Supplies/Action Plan

  • Required Inspections

Assists in coordinating redevelopment work with renovations and Property Management, as needed.

Assist with coordinating new construction punch walks and turnover of units and common areas with Brookfield Development.

Assists Service Manager in diagnosing problems and repairs in the areas of HVAC, electrical, plumbing, swimming pool, carpentry, dry walling, exterior structural, and appliances, as needed.

Assists in supervising all work by outside contractors to ensure that they are completing their work satisfactorily.

Ensures a regular inspection of all common area lighting, sprinkler systems, fire prevention systems and fire extinguishers as.

6. Addresses all environmental concerns in conjunction with Property Manager, Regional Director, Senior Vice President and Environmental Manager.

Conducts monthly, quarterly, and semi-annual property visits/inspections and reports findings to the Property Managers and Regional Director. Establish follow up dates and schedules to ensure compliance.

Assist Investment team in the area of due diligence and inspections as related to the physical condition of the property.

Maintains compliance with EPA and OSHA regulations; hazardous chemicals program; as well as the Safety Risk Manual forms and checklists, per schedule.

7. Analyzes and evaluates cost control, inventory management and work order trends, making recommendations accordingly.

Establishes and implements cost savings and/or value added services and products.

Makes recommendations regarding safety and liability practices and procedures.

Complies with all Brookfield standards, applicable health and safety rules and regulations, as well as applicable local, state, and federal laws.

Any other duties or responsibilities that may be assigned.

Education

This position requires a(n) High School diploma / GED in General Studies.

Additional degree(s) that are preferred for this position include:

  • Undergraduate (Bachelor) Degree in General Studies

  • High school & Vocational Training in Technical Degree: CAMT Designation a plus

Work Experience

Below is the required/preferred work experience for this position:

  • 5 - 7 Years: Experience using Onesite, OPS Technology, MRI, Yardi, Entrata, or other related property management accounting software - Required  

  • 5 - 7 Years: Experience using Microsoft Outlook, Word, and Excel - Required

  • 5 - 7 Years: Professional verbal and written communication skills - Required

  • 5 - 7 Years: Strong knowledge in the areas of OSHA standards, safety, facilities maintenance, capital improvements and maintenance related purchasing - Required

  • 5 - 7 Years: Ability to work a flexible schedule to include weekends, evenings and holidays - Required

Note: 8 - 10 Years of experience can offset minimum educational requirements for this position.

Licenses & Certifications

Below are the licenses/certificates required/preferred for this position:

  • EPA, Type I or II - Required

  • CPO (Pool) - Required

  • Driver's License - Required

  • eUniversal - Preferred

Travel

Travel up to 60% - 70% of the time

Compensation

Commensurate with Experience

$ 117,400 - 164,325 annually
