Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to those transitioning from or at risk of homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. Additionally, we implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veteran services, and healthcare sectors.

The Program Manager will be part of the Brilliant Corners San Francisco Housing Platform Team and lead the Flexible Housing Subsidy Pool program within the Tenancy Supports team.

The Housing Platform supports programs funded by the Department of Homelessness and Supportive Housing (HSH) and partners with local service providers to add value to the whole system. The Program Manager will work closely with other Managers, Associate Directors, and the Director to scale the SF-Flexible Housing Subsidy Pool and sub-programs and is responsible for the day-to-day operations of a portfolio of housing initiatives to end homelessness for San Franciscans. The Program Manager will oversee programs that serve multiple populations with various strategies, including rapid rehousing, long-term subsidies, and housing vouchers. The Program Manager will collaborate on developing SF-FHSP policies and procedures to provide consistent levels of care to SF-FHSP clients and inspire a culture of excellence throughout the team. The Program Manager is charged with managing and providing professional development opportunities to the Program Supervisors who, in turn, are responsible for each managing between 5 - 7 Housing Coordinators. The Program Manager will work under the direction of an Associate Director.

The Program Manager will play a crucial role in collaborating with the Associate Directors and Director to oversee various financial and operational aspects of our programs in partnership with the Contracts and Budgets team. The responsibilities will include managing budgets, conducting P&L reviews, reviewing the invoicing tracker, and other financial tasks as needed. Additionally, the program manager will play a pivotal role in program design, implementation, and quality assurance and will support program evaluation in partnership with leadership.

The 'San Francisco Housing Platform' is a strategy for bringing housing opportunities to a diverse portfolio of programs to solve homelessness in San Francisco. The Housing Platform utilizes various tools to acquire housing units, match tenants to units, and support tenants in staying housed. The platform is inherently collaborative, operating closely with government and nonprofit service provider partners to provide permanent and rapid rehousing. It is built to accommodate federal vouchers and local subsidies and serve various populations. Brilliant Corners is responsible for assessing the individual's housing needs, locating appropriate housing options, coordinating the client application process, and assisting with move-in and ongoing "wellness" checks on individuals once they are housed.

  • 2+ years working in supportive housing, or a related field focused on social justice or human services.
  • Experience building and managing a team.
  • Experience working and building rapport with external partners and stakeholders.

  • Ability to clearly articulate program goals and develop tools and metrics for staff to achieve those goals, strong project management skills.

Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.

Salary range for this position is $80,000- $85,000 annually.
